Mosaic effects rebuild a photograph out of repeated tiles of averaged colour. One cell, one colour, one decision. Everything inside it agrees to be the same. The face survives at a distance because averaging is not the same as erasing, though it is close enough for television.

Mosaic effects divide an image into a grid and replace each cell with a single averaged colour, discarding any detail finer than the cell. kott's mosaic family runs from plain square pixelation to circle, hexagon, diamond and triangle tilings, LED and LCD panel simulations, and glyph based grids, each with a cell size control. Reach for this category to obscure a face or a plate, to build a deliberately low resolution graphic, or to make a photograph read as a screen or a tiled surface. Cell size is measured in pixels rather than as a share of the frame, so the same setting reads far heavier on a small source than a large one.
